Information relating to criminal history is available to individuals from the Royal Malaysian Police (RMP). Specifically, it is limited to confirmation (or otherwise) that a individual has a criminal record.
The database maintained by the RMP also contains information relating to those with criminal records in Singapore as well as in Malaysia.
The RMP do not charge for responding to requests from employers or individuals, although applications submitted in the UK are subject to a small processing fee, levied by the Malaysian High Commission in London
Certain government departments and agencies can request a document that certifies whether or not the RMP holds criminal record information relating to a prospective employee, referred to as a Letter of Good Conduct.
An individual may also obtain a copy of his or her criminal record from the RMP. This requires submission of fingerprints. To obtain a copy of the criminal records, requests must be made in writing, as there is no standard application form.
An application for a letter of good conduct from those overseas can be obtained from the Malaysian High Commission. The Malaysian High Commission in London holds a stock of application forms for this purpose. This process requires various documents to be presented to support the application.
The application must be made in writing and must include the individual's identity card number (if from Malaysia). Fingerprints are not required. The request must be clear that the applicant requires written confirmation that they do not have a criminal record. The RMP do not provide details of the content of any criminal record if one were found to exist.
Employers and individuals should make their requests to the Central Criminal Registry within the RMP, quoting their identity card number detailing the purpose of the request.
Requests for the above should be sent to:
Central Criminal Registry
Malaysia & Singapore
Bukit Aman
PO Box 10248
50708 Kuala Lumpur
Malaysia
If an individual resides permanently in the UK then applications for Letter of good conduct should be requested from the following address:
High Commission of Malaysia
45 Belgrave Square
LONDON
SW1X 8QT
Tel: 020 7 235 8033
The High Commission will then supply you with an application form for a 'Letter of Good Conduct'.
The application requires:
Applications made within the UK should include a postal order of £4 (processing fee) to be paid to the Malaysian High Commission when submitting the completed Letter of Good Conduct application.
‘Letters of Good Conduct’ simply state whether or not the Royal Malaysian Police holds a criminal record pertaining to the applicant. No conviction details are disclosed on a ‘Letter of Good Conduct’.
Requests made in English to the RMP will be responded to in English
Applications sent to the Malaysian High Commission will take between 3 to 6 months to process.
